The story explained

China Energy’s hydrogen-technology company issued tender CEZB260109322 on November 3 for a hydrogen liquefaction package in Ejin Horo Banner, Ordos. The planned plant is rated at 10 tonnes per day, with 8,000 annual operating hours.

Feedstock would come from an existing group coal-to-hydrogen facility and pass through pressure-swing adsorption. Part of the purified hydrogen would be compressed for shipment; the remainder would be liquefied with nitrogen precooling, stored and transferred to road tankers. The stated feed route does not support describing this as green hydrogen.

The scope includes one integrated cold box, low- and medium-pressure recycle-hydrogen compressors, a control strategy, valves, accessories, spares and installation/commissioning services. The announcement calls for a unified plant DCS, excluding isolated PLC or microcontroller control islands, with the bidder responsible for control strategies.

Research targets include at least 10 tonnes/day capacity, at least 97% para-hydrogen by volume and energy consumption no greater than 11.8 kWh/kg of liquid hydrogen. These are prospective requirements, not demonstrated results. Delivery and commissioning are required within 12 months of signing. Documents close November 9 at 16:00 and bids November 23 at 16:00, Beijing time.
