The story explained

Hualu Engineering & Technology has issued procurement notices for purified-water filters and plate heat exchangers for Weihe Jieneng’s water-treatment upgrade EPC project. Both documents are signed 24 October; the platform lists them on 26 October, when document access begins.

The filter reference is 26025-XJ-EM006-00 and the heat-exchanger reference is 26025-XJ-EM005-00. Both use open negotiated procurement. Technical requirements are deferred to the procurement documents; the public notices give no treatment capacity, filtration rating, heat-transfer area or equipment quantities.

Documents are available free of charge until 23:59 on 29 October. Responses are due on 3 November at 16:00 for filters and 16:06 for heat exchangers, all Beijing time. The two packages belong to the same water-treatment upgrade and are reported here as one event. Companion official notice

Applicants must be independent legal entities registered on the platform and meet the EPC contract and procurement-document requirements; consortia are not accepted. The filter notice retains template placeholders in its bid-security section, so no exemption can be inferred. The heat-exchanger notice explicitly says no response security is required.

EDITORIAL INTERPRETATION

Why it matters

The concurrent procurement advances the project's process-equipment packages. Valve selection still depends on water quality, temperature, pressure loss and cleaning arrangements; the public notices do not establish specifications.

What to watch next

Confirm security obligations, clarification deadlines and equipment boundaries in the latest documents, including whether the stated 16:06 heat-exchanger deadline is subsequently corrected.

These are research prompts, not announced tenders or confirmed subsequent developments.
